Senior Advocate, Constitutional Expert & Global Humanitarian

Dr. Hukam Chand Sharma (Ganeshia), widely known as Dr. H.C. Ganeshia, was born on 9 May 1954 in the village of Moroli Daang in Bharatpur district, Rajasthan. After completing his LL.B. and D.L.L. from the University of Rajasthan, he began his legal practice in 1979 at the Bharatpur District Court and soon moved to the Rajasthan High Court, Jaipur in 1986, where his journey as one of the state’s leading legal minds truly began.

Over the decades, Dr. Ganeshia has built a distinguished career as a senior advocate and constitutional expert, actively practising in the Supreme Court of India, Rajasthan High Court and various courts across the country. As a member of the Rajasthan Bar Council since 13 March 1979, he has been closely associated with eminent judges, Vice-Chancellors, retired officers and legal experts from multiple disciplines, earning immense respect for his clarity of thought and unwavering commitment to justice.

His academic and intellectual contributions have been recognised through numerous honorary doctorates. On 18 January 2018, Ajeenkya D.Y. Patil University conferred upon him the prestigious Doctor of Letters (D.Litt.) at a convocation graced by former President of India Smt. Pratibha Devi Singh Patil, former Governor and Chancellor Dr. D.Y. Patil, and Mr. Adar Poonawalla (CEO, COVISHIELD), who was also awarded a D.Litt. on the same occasion. Over time, he has been honoured with distinctions such as Doctor of Laws (DLL) from Sanskrit University, Mathura, multiple D.Litt. degrees from reputed institutions including Vikramshila Hindi Vidyapeeth (Bihar) and the International Roma Cultural University (2022), as well as an honorary doctorate from GTV University, Bangalore.

Beyond the courtroom, Dr. Ganeshia has been entrusted with key roles in the sphere of education, culture and public life. He has served as Executive Council Member of Pondicherry University and Board of Management Member at BBAU (Central University), Lucknow, both positions conferred by nomination of the President of India (2011–2014). As Chancellor of the International Hindi Literature Council (on multiple occasions in 2016, 2018 and 2022) and Global Chancellor of the International Roma Cultural University, he has consistently promoted language, culture, and knowledge-sharing on a global platform.

His leadership extends to several prestigious organisations: he has served as Global Ambassador of the Commonwealth Entrepreneurs Club, London, Chairman of Advisory Boards for the International Human Rights Organisation and Technical University, Jaipur, Chief Patron of Rajasthan Yog Pratishthan, Chief Advisor to the D.Y. Patil Group, and Chairperson of the Bharat Gaurav Awards Selection Committee, which has celebrated Indian excellence in forums such as the USA, UK Parliament, UNO, Dubai and France. He has delivered welcome addresses and keynote speeches in the House of Commons, UNO, and various global award platforms between 2014 and 2022.

Deeply committed to social justice, Dr. Ganeshia has actively worked on critical issues through Public Interest Litigations (PILs) and public campaigns. His interventions have covered areas such as prevention of child marriages (including matters covered by BBC World), fraud and cheating by major companies, pollution in Pushkar Lake and the surroundings of the Brahma Temple, illegal fee extortion by private institutions, Deen Dayal Trust matters, police custody death cases, and the rehabilitation of slum-area families in Jaipur. He has stood firmly with child protection movements, working with Bachpan Bachao Andolan and receiving recognition from Nobel Laureate Shri Kailash Satyarthi.

His dedication to public service and human rights has brought him hundreds of national and international honours, including the Global Leadership Award (Dubai, 2021), Bharat Gaurav Award (New York, 2012), Vidhi Rama Award (BBAU, Lucknow, 2017), Mahatma Gandhi International Shikhar Samman (Vigyan Bhawan, New Delhi, 2020), Rajasthan Gaurav (conferred by the Governor of Rajasthan), and several others such as Brij Gaurav, Vipra Vibhushan, Sikh Shiromani Award, Rashtriya Ekta Award and Acharya Vinoba Bhave Award. His name has also been entered into the World Book of Records (UK, 2018).

The media has frequently profiled his life and work. Leading publications like India Today have hailed him as an “Icon of Rajasthan”, while DNA India has featured him among the “Jewels of Jaipur”. India’s Pride Magazine placed him on its cover alongside former US President Barack Obama, and magazines such as Honour Vision, Aha Zindagi, King Magazine, Upasana Samay and Maya India have highlighted both his humanitarian spirit and legal acumen. He is often described as “Garibon Ka Masiha”, “Bejubaano Ki Zubaan”, “Diamond of the Desert” and “A Multi-Dimensional Personality”.

In the field of law, several matters in which he has appeared have led to landmark judgments. In the Bazigar Mahasangh land allotment case, the Rajasthan High Court ordered the allocation of 1200 murabba of land to nomadic tribes, significantly advancing their rights and livelihoods. In Ramsingh & Others vs. State (302 IPC), anticipatory bail under Section 438 CrPC was granted in rare circumstances, contributing to the evolving understanding of personal liberty and bail jurisprudence. His arguments have helped shape interpretations of Article 21 of the Constitution of India, reinforcing the protection of citizens’ fundamental rights.
